Booklets of saving
Present in all the families or almost, the Booklet has Savings banks and Postal bank is one of the oldest placements of France, since it was created at the end of last century.
With the passing of years, the public authorities associated to him “ little brothers ” of a similar operation, thus widening, in an important way, the range of the booklets of saving. To compete with these products, certain financial institutions offer super booklets
What a booklet of saving ?
There exist two types of booklets. The first known as regulated function according to rules enacted by the State in particular as regards ceiling of deposit and rate of remuneration. Appear in this category famous the Booklet has, blue Livret, Livret of sustainable development (ex-CODEVI), popular Livret of saving and Booklet young people.
For the seconds, the banking booklets, the banking institutions fix each one the procedure. They are distributed by all the traditional banking networks but they are also the spearhead of the online banking or without counter like Orange Epargne of direct ING or the Covefi bank
Each major person can open a booklet of saving but it can also subscribe another in the name of a minor of them.
All the regulated booklets are very sure products since they profit from the guarantee of the State. All the operations, even smallest, are done without any expenses. Borne interest neither is subjected to the income tax, neither with the contribution to the refunding of the social debt (CRDS), neither with the CSG, nor with the social sample.

 Booklets of saving
Where can one subscribe these various booklets ?
All depends in fact on the type of booklet which interests you. If you wish to open a Booklet has, you should obligatorily be turned towards a Savings bank or an office of the Postal bank, the other establishments and, in particular, the banks, do not have the right to market this product.
On the other hand, all the banking institutions whatever they are (Agricultural credit, Banque Populaires, BNP - Paribas, General society) can propose unLivret to you sustainable development (ex-CODEVI), a banking Booklet B or, a young Booklet or a popular booklet of saving.
Lastly, the blue Booklet is only proposed by the Mutual credit with its customers, on the single assumption that those do not hold already a Booklet A.
The exclusive diffusion of the Booklets has and blue by the Mutual credit, the Postal bank and the Savings bank causes interrogations in Brussels. European commission, which fears that this situation does not constitute an obstacle with the freedom of establishment and freedom of movement of the services, opened a procedure known as “of infringement” requiring of the French government to answer its observations. This procedure could, in the long term, make well fall the monopoly from the three banks
Booklets of saving
Characteristics common to all the booklets
For including/understanding well, it should be known that there exists a certain number of operating rules common to all the booklets. Here are the principal ones:
it is possible to hold one and even booklet by anybody. But only one and even nobody can respectively cumulate subject filling the requirements a Booklet has, a banking Booklet B or, a Booklet of sustainable development (ex-CODEVI), a popular Booklet of saving and even a Booklet young people
the formalities of subscription are very flexible for each booklet.
It is not even necessary to be already customer of a Savings bank or Postal bank to be able to open a Booklet has, for example
the interests of each booklet are calculated in a a little particular way, following what one calls the rule of the fortnights and not day after day.
Each payment thus starts to be productive interests only once passed a fifteen or so days. For example: if you pour 400€ the 2 of the month and that you entirely withdraw the sum the 14 of this same month, your booklet will not bear any interest on this sum. So that it of either thus, it would have been necessary or to pour before 1st month, or to withdraw these 400€ after the 16 of the month
Since the 1/8/2004, the remuneration of the booklets of regulated saving is indexed. Interest rate is given starting from an average calculated between inflation and the European interest rate in the short run, to which one will add 0,25 point. This rate is applicable to the Booklet has, the Booklet of sustainable development (ex-CODEVI) and to the blue Booklet (of the Mutual credit). The popular Booklet of saving profits from an additional point. These adjustments will be done twice a year, in February and August.
Booklet has
It is accessible to all, without condition of incomes nor of age. It is the basic product of the saving. To open one of them, 1,5 euros are enough. The ceiling of the payments is fixed at 15.300€ and annual remuneration with 2,75% clear of tax.
Since the 1/8/2004, the rate of the Booklet has is determined by a formula of automatic indexing equal to the average of the inflation and short-term interest rates, increased by 0,25 point. This rate can change at August 1 and February 1 of each year.
Blue booklet
Its procedure is identical to those of the Booklet has but it cannot be subscribed that near an agency of the Mutual credit. Since the 1/9/1979, it is impossible to cumulate this product of saving with a Booklet A.
Booklet of sustainable development (ex-CODEVI)
It is the new name of the CODEVI, which makes, moreover, new skin. The maximum sum which can be deposited there is carried to 6.000 € since the 1/1/2007. It can be open only one account per taxpayer or for each husband subjected to a common imposition. A dependant of the taxpayer cannot hold one of them.
Its annual remuneration is of 2,75% clear of tax, the interests related to the booklet being exonerated from income tax and social samples.
The funds collected on the CODEVI were intended to finance investments of certain companies up to now. The new formula makes it possible to finance actions in favour of the environment and more particularly the realization of work intended to return the residences plus energy savers.
For those which had a CODEVI before the 1/1/2007, the change of denomination of their account is without consequence apart from the fact that they can supplement their payments within the limit of the new ceiling.
Popular booklet of saving
This booklet was launched in 1982 to help the people with low-incomes. In fact, he addresses himself to the only taxpayers having paid an income tax lower than a certain sum (see Barème Booklet of popular saving).
To open one of them, it is necessary to justify this light taxation and to continue to hold one of them, year after year, it is necessary to show its opinion of imposition (or non-taxation) at its bank.
With the help of these conditions, the popular Booklet of saving offers a remuneration appreciably higher than that of the other booklets: 3,75% per annum clear of tax. The deposits are reached a maximum there with 7.700 euros per taxpayer, that is to say 15.400 euros for a paying married couple little or not of income tax.
Booklet young people
Launched in March 1996, this booklet is intended, as its name indicates it, to accomodate the first economies of the young people. He addresses himself to more than 12 years and less than 25 years, whatever the resources of their parents. Each young person can open one booklet. He can deposit there until 1.600€.
The young rate of the Booklet is fixed freely by the banking institutions which diffuse it, without however being lower than the rate of the Booklet has, i.e. to 2,75% Net of tax. According to the banks, the young rate of the Booklet is currently close to 4%.
Booklet B or banking booklet
It is the only booklet of saving to being taxed. The interest borne by the funds deposited makes, indeed, either the object of a levy at source, or must be reinstated in your assessed income. Its remuneration is freely fixed by the banks.
It can evolve/move with the rise or the fall according to interest rates short term.
But remuneration currently drawn from this type of banking product (around 2,75%) is not very often sufficient to cover the rate of the inflation. Some traditional banking institutions still make nevertheless proposals worthy of interest. But they are especially the remote banks with the super booklets which ram the pawn with competition.
They post, very often, a remuneration of more than 3% rough. Atthis rate, it is not possible to place all its economies, the capital thus remunerated being limited to a certain amount which varies according to the banks (5 000€, 30.000€)
